4.CONTINUED PUBLIC MEETING
A.

1165 Greacen Point Road (Village Section 9, Block 93A, Lot 10) and (Town Section 9, Block 50, Lot 373) Located in the R-20 Zoning District.

The applicant, William and Elisabeth Fedyna represented by Anthony Gioffre, Esq., seeks to construct a single-family home which requires site plan review and wetlands permit review by the Planning Board.  This action requires consistency review with the Village of Mamaroneck Local Waterfront Revitalization Program pursuant to Chapter 240 of the Village Code.  SEQRA Determination: This action is classified as a “Type II” action in accordance with 6CRR-NY 617.5(c)(11); ending the SEQRA process. 

  • Planning Board Opened Public Hearing – May 13, 2020
  • Consistency Review – May 20, 2020
  • Continued Consistency Review – July 15, 2020
5.ADMINISTRATIVE ACTIONS
A.

Proposed Amendments to the Local Waterfront Revitalization Plan

Pursuant to Chapter 240, Section 36(A)(7) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend updates the Local Waterfront Revitalization Program and its harbor management elements.”

Accordingly, the Harbor and Coastal Zone Management Commission may provide a recommendation to the Village Board of Trustees regarding the amendment of the Village’s Local Waterfront Revitalization Plan (LWRP).  

B.

Proposed Amendments to Village Code Related to Setbacks from Water Bodies

Pursuant to Chapter 240, Section 36(A)(10) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend to the Village Board of Trustees adoption or amendment of ordinances relating to the harbor.”

The Village Board of Trustees seeks to amend the Village Code as it relates to setbacks from water bodies.  The Harbor and Coastal Zone Management Commission may elect to send comments to the Village Board of Trustees.  

 

C.

Proposed Amendments to the Freshwater Wetlands Ordinance (Chapter 192)

Pursuant to Chapter 240, Section 36(A)(10) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend to the Village Board of Trustees adoption or amendment of ordinances relating to the harbor.”

Accordingly, the Harbor and Coastal Zone Management Commission may provide a recommendation to the Village Board of Trustees regarding the amendment of the Freshwater Wetlands Ordinance (Chapter 192) of the Village Code.

D.

Proposed Amendments to the Tree Ordinance (Chapter 318)

Pursuant to Chapter 240, Section 36(A)(10) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend to the Village Board of Trustees adoption or amendment of ordinances relating to the harbor.”

Accordingly, the Harbor and Coastal Zone Management Commission may provide a recommendation to the Village Board of Trustees regarding the amendment of the tree ordinance. 

E.

Proposed Calendar Dates For 2021

Pursuant to Chapter 240, Section 36(A)(10) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend to the Village Board of Trustees adoption or amendment of ordinances relating to the harbor.”

The Commission will discuss its calendar dates for the 2021 Calendar Year. 

F.

Proposed Westchester County Outfall Jetty Project

Pursuant to Chapter 240, Section 36(A)(10) of the Village Code, the Harbor and Coastal Zone Management Commission is empowered “To recommend to the Village Board of Trustees adoption or amendment of ordinances relating to the harbor.”

The Harbor and Coastal Zone Management Commission will discuss a proposed letter to be sent to the Village Board of Trustees.

Note: Work Sessions will be open to the public but closed to public participation subject to the Open Meetings Law, [New York State Public Officers Law, Article 7].

B.

Note: Items listed on the agenda are subject to change.  Amendments and/or additions may be placed on the agenda.

C.

Note: The Harbor and Coastal Zone Management Commission will host its next work session on Tuesday, November 10, 2020 at 7:30pm via ZOOM.

D.

Note: The next regular meeting of the Harbor and Coastal Zone Management Commission, is scheduled to be held on Wednesday, December 16, 2020 at 7:30pm via ZOOM.
